Town's preliminary budget set for public hearing on Nov. 8

The Town of Tonawanda has posted its preliminary budget for 2019, with a public hearing scheduled for 7 p.m. Thursday, in the Council Chambers at the Municipal Building, 2919 Delaware Ave., Kenmore. Town Supervisor Joseph Emminger will provide the public with a synopsis of the budget during the hearing.

According to the preliminary budget, total spending across all funds in 2019 is estimated to be $101.8 million, down roughly $200,000 from $102 million in 2018.

The levy — the amount to be raised by taxes — is estimated to be $47.7 million in 2019, up about $1 million, or 1.95 percent, from $46.6 million in 2018.

When presenting the tentative budget during the town’s Oct. 1 meeting, Emminger reported that the levy was expected to come in under the state-mandated property tax cap, which is 3.03 percent for the town in 2019.

As a result, the property tax rate for Village of Kenmore residents is estimated to be $6.52 per $1,000 of assessed value, while Town of Tonawanda residents are estimated to pay $17.29 per $1,000.

The owner of a $100,000 house in the village is therefore estimated to pay $652 in property taxes, while the owner of a $100,000 house in the town is estimated to pay $1,729.

The supervisor previously said the decrease in total spending is due to various factors, the largest of which are lower hospitalization, medical insurance and state pension costs for town employees, retirees and their families, as well as an overall reduction in debt service.

Estimated revenue is also expected to decrease in 2019 due to decreases in state aid related to the retirement of the NRG Huntley Power Station in 2016; interfund revenue between departments; and a decrease in revenue due to recycling rebates.

Emminger said some parts of the budget are more than two years in the making, and the fiscal plan marks a difficult transition due to the loss of the Huntley site.
